The Flash Teases A Surprising Frost Recast For Season 9
"Negative, Part 2" ended with a scene suggesting that Frost and Caitlin Snow could continue to be part of The Flash even if Danielle Panabaker quits.

The finale of The Flash season 8 was full of surprises, but the most stunning of them all was a potential setup for Danielle Panabaker to leave the long-running superhero series and for Frost to return played by another actor. Panabaker has been a regular member of the ensemble of The Flash since the beginning, playing both Dr. Caitlin Snow and her ice-powered doppelganger Frost. However, with Panabaker having yet to sign on for The Flash season 9, it seems that the show's writers found a way to continue the story of the Snow sisters even if Panabaker decides to leave the series.
The story of The Flash season 8 found both Caitlin and Frost adjusting to life apart, after having spent several years sharing the same body. Frost sacrificed herself to save Caitlin and the world after Caitlin accidentally empowered a cosmic being dubbed Deathstorm with her efforts to resurrect her deceased husband, Ronnie Raymond. This led to an unlikely alliance between Caitlin and Frost's boyfriend, reformed thief Mark "Chillblaine" Blaine, as the two worked together to find a way to bring Frost back from the dead.
The finale of The Flash season 8 showed the fruits of their labor, as Chillblaine worked to save Caitlin after something went wrong with the cryo-chamber he had built to revive Frost's personality from within Caitlin's body. The penultimate scene of the episode showed the chamber opening, as a confused Chillblaine asked the person in the pod who they were. The figure answered, in Caitlin's voice, "A friend, I think." It was clear from Chillblaine's reaction that he had been expecting to see Frost, but did not recognize the person standing before him. This suggests that the roles of Frost and Caitlin Snow might be recast with a new actor in The Flash season 9.
The chief reason why this contrivance was necessary was due to Danielle Panabaker's pregnancy with her second child, which she announced in January 2022. Panabaker had to limit her on-camera involvement during the filming of the second half of The Flash season 8 and her final appearances on the show were largely quick cameos where Caitlin made video calls to her friends at STAR Labs. Presumably, Panabaker wants to make sure there are no complications regarding her health or that of her baby, and to spend time with her newborn, which is why she has yet to join Grant Gustin and Candice Patton in signing on for The Flash season 9.
Recasting Panabaker's role would be a last resort, but it would not be the first time that the Arrowverse recast an actor due to availability issues. While it would be unfortunate for Panabaker to leave The Flash before the series came to a close, few would fault her for leaving the long-running series to focus on her family. Melissa Benoist made a similar choice during the filming of Supergirl season 6, with her on-camera work being limited as the production team worked around her pregnancy. In any case, Frost seems certain to reappear in some form in The Flash season 9, with or without Danielle Panabaker playing her.
